Since the 1980s, Jean has helped people, communities, businesses, and other entities, through bipartisan public policies, legislation and funding in numerous legislative committees and other arenas at the state and national levels.
Accomplishments include, but is not limited to:
- Dual education credit for high school and college for high school juniors and seniors.
- Free tuition in various areas including needed professions where there are worker shortages such as healthcare and housing.
- U.S. Congress’ and the United Nations’ Millennium Young People’s Congress to educate and train future world leaders and captains of industry. Jean was a planner, instructor, got representation from Minnesota, and sponsored some students when it was held in Hawaii.
- Professional education that was even attended by fmr US V.P. Al Gore, Attorney General Janet Reno, and First Lady Susan Carlson
- Mentoring and internships for students with businesses, professionals, Judges, elected officials including various Governors’ offices statewide and nationally.
- Numerous education policies, programs and funding.
- Protecting assets, properties, funds, pensions, investments of seniors, persons with disabilities and others from fraud. Especially where needed for healthcare and living.
- Various victim protection policies and programs including the first national Violence Against Women Act sponsored by Sen. Paul Wellstone and Sen. Joe Biden, shelters and programs for abused women and children. Numerous public safety policies, programs and funding including community policing, school programs as DARE, public safety to prevent school violence, the list goes on.
- Numerous housing, healthcare and human services policies, programs and funding. This includes the 2023 $1.6 billion appropriations to fund the spectrum of housing needs, development, infrastructures and construction; current and past bonding bills.

- Transportation, development, infrastructures and other projects such as the light rail (Blue Line and Blue Line Extension, Green Line, Gold Line), Highway 169, Highway 494, Highway 35W. Shakopee and Jordan benefited. Various cities benefited by “round abouts” including Prior Lake.
- U.S. Dept. of Justice National Office of Victim Services at the call of the US President and Governors in responding to 9/11, Hurricane Katrina, Minnesota’s 35W Bridge Collapse. Further helped victims with legal advocacy, counseling, and other help. Involved in some investigations of the structural defects. Work on policies and funds to maintain and rebuild bridges and other infrastructures.
- Participated in the development of the stadiums (U.S. Bank, Target Field, Alllianz, CHS Field, TCF (now Huntington) Stadium; redeveloping K-Mart on Lake St, the Phalen Corridor, St. Paul Sears Redevelopment, the old Hamm’s building for a Community Cultural Center.
- Initiated the construction of the Shakopee Community Center. A colleague built the new Prior Lake City Hall. Involved in building senior housing in Senate District 54 and elsewhere, building veterans homes and nursing homes, the list goes on.
- Involved in various parts of the development of Destination Medical Center.
- Helped fund cities with redevelopment and revitalization funding including various sectors of the cities and main streets. Prior Lake and Shakopee benefited.
- Involved in helping corridors develop too. Various projects along American Boulevard, in Eden Prairie, in St. Paul, in North Minneapolis. parts of Lake Street. Mystic Lake Casino & Hotel continues to expand in Prior Lake and is a showcase for the Native Americans. A number of tribes have tried to copy them in other parts of Minnesota.

- Numerous commerce, jobs and economic development policies, programs and funding.
- Numerous agriculture and farming policies, programs and funding. • Various environment policies, programs and funding.
- Various judiciary policies, programs and funding. Involvement in some of the MN Supreme Court’s Task Forces.
- Trained in mental health, social services, counseling, and ordained - Jean initiated and worked in the movement to switch the mental health field to a medical model whereby Medtronic, Mayo and others were able to develop new medical devices and treatments related to the brain “as an organ”. She worked with White House staff, members of Congress including Sen. Paul Wellstone and Congressman Jim Ramstad, President Bill Clinton, Vice President Al Gore, some Cabinet members, and others focused on addressing “School Violence”, “Workplace Violence”, and “Mental Health” solutions. Under President Barack Obama, she worked with his staff, Cabinet, and members of Congress on other solutions. The Chambers of Commerce, businesses, agencies, schools and organizations have utilized information and help for their workers, students, and clients.
- Initiated state and national legislation to prevent fraud of income, assets, and pensions especially needed for living and medical needs. Different states had different versions of the bills worked on in Minnesota and through Congress.
- Initiated tax reduction and other bills to prevent seniors and persons with disabilities from becoming homeless. Tax reductions in other areas.
- Work on raising revenues through new sources.
- Involvement in economic recovery includes removing barriers. Work in multiple areas as free tuition for healthcare workers and others in needed service areas; funding for start-ups and emerging professionals; help for various aspects of small businesses including those in construction; help so people can safely live in their homes for life; the list goes on.

- Working families also need quality childcare. Helped with solutions to address the needs.
- Worked on numerous legislation and funding for veterans, persons with military service and their families.
